Chad Moutray joined the U.S. Small Business Administration's Office of Advocacy in October 2002. He is the Chief Economist and Director of the Office of Economic Research. He oversees research being conducted both internally and externally through contracts. Advocacy is responsible for maintaining and disseminating a number of databases on small firms.
Prior to joining Advocacy, Chad was the Dean of the School of Business Administration at Robert Morris College (RMC) in Chicago from 1998 to 2002. At RMC, he supervised all associate and baccalaureate business programs of study and experienced tremendous growth as the college added new branch campuses and programs. He oversaw the creation of a Degree Completion program, an honors program, a Business Institute for project-based learning opportunities, and developed a proposed MBA program.
He has a Ph.D. in economics from Southern Illinois University at Carbondale and an M.A. and B.A. in economics from Eastern Illinois University.
